This is a new 1958-1962 Chevrolet Bel Air, Biscayne and Impala Upper Steering Column Horn Bearing. This bearing is pressed into the turnsignal housing and keeps the steering wheel shaft from having play in the steering column. It also is what the steering wheel horn contact rides on.
