This is a new 1957 Chevrolet car steering column cover to dash mounting bracket. This mounting bracket bolts to the bottom side of the dash gauge cluster in the 2 holes shown in the photo. It then hangs under the steering column and the lower column cover is screwed to this bracket. This bracket will work with original and aftermarket tilt columns.
